Implementing Rules and Regulations of Republic Act No. 10591, otherwise known as the “Comprehensive Firearms and Ammunition Regulation Act”
Under Section 3:
3.45 License to Own and Possess Firearms (LTOPF) – refers to a written authority granted by the Chief, PNP through the Chief, under the Firearms and Explosives Office (FEO) to a qualified individual for him/her to own and possess a firearm in accordance with this IRR;
We recently attended the Tactical, Survival, and Arms Expo 2022 at the SM Mega Trade Hall 2 (June 23-26, 2022) organized by ARMSCOR. The event has a LTOPF Application Caravan, a processing booth of the PNP Firearms and Explosives Office (PNP-FEO) for those who wish to process their license to own and possess firearms (LTOPF). Below are the procedures how to apply.
LTOPF Application Caravan
Procedures for the license to own and possess firearms
Step 1: FEO
- Get and fill-up the Application Form
- Creation of FEo online account at www.feo-system.com
- Online assistance for data correction/reset password/retrieval of account
Step 2: Notary
- Application form must be notarized before uploading to FEO online account
Step 3: Finance Service
- Issuance of official receipt
- Neuro-Psychiatric Exam and Interview – P900; Senior Citizen P720 (with Senior Citizen ID)
- Drug Test – P300
- Gun Safety Seminar Validation (new applicants only) – P100
Step 4: Health Service
- Proceed to Health Service Personnel
- Present the official receipt and 2×2 photo
- Take the Neuro-Psychiatric Exam and Interview
Note: Result will be automatically transmitted to your online account
Step 5: National Police Clearance
- Proceed to National Police Clearance
- Register online at www.pnpclearance.ph
- Payment of P160 thru Landbank i-Access
- Biometrics and photo capturing
- Printing of clearance
Step 6: Gun Safety Seminar (for new LTOPF applicants only)
- Proceed to Gun Safety Seminar
- Present the official receipt for Gun Safety Seminar Validation
- Fill-up the form and payment of P500
Step 7: Crime Laboratory Group
- Proceed to Crime Lab personnel for the drug test
- Present the official receipt and fill-up the form
- Give urine sample for the test
Note: Result will be automatically transmitted to your online account

- Gun Collector Certificate
- Certificate of Gun Safety and Responsible Gun Ownership Seminar administered by the PNP
- Proof of Income or Pay Slip or Other documents that may prove source of income
- Affidavit of Undertaking
- Other Supporting Document
- NSO Birth Certificate or Passport or DFA Certificate of Filipino Citizenship
- Proof of billing in the name of the applicant or in the name of the spouse with Marriage Contract
- Gun Club Certificate
- One (1) Valid Government ID
Juridical
- Affidavit of Undertaking
- Filled-up Juridical Application Form duly notarized
Firearms Application and Renewal
PURCHASE
Individual
- Application Form (Download Individual Application for New Registration of Firearms)
Juridical
- Filled-up Juridical Application Form duly notarized
- Authority to Purchase Firearms (ATPF) issued by SOSIA
- Firearms Bond
- Authority from the President of the Republic of the Philippines to procure light weapons (except PNP and AFP)
- Authority to purchase from the President of the Republic of the Philippines to procure light wapons (except PNP and AFP)
- DRD Certification (for PNP only)
- Inventory Report of firearms issued by SAO (Supply Accountable Officer)
- Approved Purchase Order (PO
- Certificate for the Availability of funds from the respective HEAD Accounting Office
- Contract/Approved Purchase Order (PO)
- Resolution allowing LGU to procure Firearms and Ammunition and to allocate funds for registration fees issued by Sanggunian
- Authenticated License to Operate issued by SOSIA
- Certificate of Registration for Shooting Range issued by FEO
RENEWAL
Individual
- Application Form
- Other Supporting Document
Juridical
- Filled-up Juridical Application Form duly notarized
- Firearms Bond
- Authenticated License to Operate issued by SOSIA
- Gun Club Accreditation issued by FEO
- Certificate for the Availability of funds from the respective Head Accounting Office
- Certificate of Registration for Shooting Range issued by FEO Firearms Bond
TRANSFER
Individual
- Deed of Sale
- Application Form
Juridical
- Filled-up Juridical Application Form duly notarized
- Authority to Purchase Firearms (ATPF) issued by SOSIA
- Board Resolution / Secretary Certificate on the Sale / Donor of Firearms (Seller)
- Deed of Sale/Deed of Donation
- Firearms Bond
- Authenticated License to Operate issued by SOSIA
- Authenticated SEC Article of Incorporation (Latest GIS) / DTI/CDA Registration
- Authority from the President of the Republic of the Philippines to procure light weapons (except PNP and AFP)
- Deed of Donation / Approved Purchased Order (PO) / Contract Agreement
- DRD Certification (for PNP only)
- Approved Purchased Order (PO) / Contract (for PNP only)
- Certificate of Registration for Shooting Range issued by FEO
- Firearms License Bond
